In 1991, Jiangsu Provincial Commission for Public Sector Reform approved in thement No. SB (1991)No156 the establishment of the Real Estate comprehentrative Office of Jiangsu Prial commiban-rural Development, which was in joint office with the Real Estate AdministratProvincial Commission of Housing and Urban-rural Development.

江苏省机构编制委员会办公室苏编办（2001）158号文同意省建设委员会房地产综合开发管理办公室更名为“江苏省建设厅住宅产业化促进中心”。

In 2001. Jiangsu Provincial Commission Office for Public Sector Reform approved in the document No. SBB (2001) 158 that the Real Estate Comprehensive D evelopment Administrative Office of Jiangsu Provincial Commission of Housing and Urban-Rural Development was renamed as "Housing Industrialization Promotion Center of Jiangsu Provincial Commission of Housing and Urban-Rural Development.

江苏省机构编制委员会办公室苏编办复（2006）78号文，同意在江苏省建设◎厅住宅产业化促进中心、江苏省房地产业服务中心（其前身为1997年成立的“江苏省城镇房地产估价事务所”）基础上成立“江苏省建设厅住宅与房地产业促进中心”，为自收自支事业单位，配备≡负责人3名（正职1名、副职2名），核定人员编制18名。

In 2006 . Jiangsu Provincial Commission Office for Public Sector Reform approved in the document No. SBBF (2006)78 the establishment of the "Housing and Real Estate . Promotion Center of Jiangsu Provincial Commission of Housing  and Urban- Rural Development" based on the Housing Industrialization Promotion Center of Jiangsu Provincial Commission of Housing and Urban-Rural Development and Jiangsu Real Estate Service Center (the former "Jiangsu Provincial Urban Real Estate Appraisal Office" established in 1997). which was a self-supporting institution, and was staffed with three people in charge (one chief and two deputy). and 18 formal staff members.

In 2011. according to the SBBF (2011) No .5 document of Jiangsu Provincial Commission Office for Public Sector Reform， the Center was renamed as "Housing and Real Estate Promotion Center of Jiangsu Provincial Commission of Housing and Urban-Rural Development" , with the institution legal person certificate No. of SZ 132000000969. and the organization code certificate No. of 46600850-6.

In 2017. the SBBF (2017) No . 63 document of Jiangsu Provincial Commission Office for Public Sector Reforr clarified that the Center was a class II public welfare institution.
